Law No. 031/PR/2010 of 27 December 2010 — CHUME is a public hospital with legal personality and financial autonomy, under the supervision of the Ministry of Public Health.
CHUME is the national reference hospital for gynaecological, obstetric and paediatric emergencies. It fulfils a public service mission guaranteeing continuity of care 24/7.

The Board of Directors is the supreme body of CHUME, chaired by the Presidential Technical Health Advisor, meeting twice a year in ordinary session.
The hospital is led by a Director General appointed by decree, assisted by a Deputy DG. He chairs a weekly Management Council with all directors, the Chief Nurse and Financial Controller.
